Church Government
Hilltop church is organized as a plurality of Elders. The Elders lead the church through significant decisions, biblical shepherding, and leadership according to (1 Tim. 3:2, Eph. 4:11, Titus 1:7). By ‘plurality of Elders’ it is meant that each Elder has been given authority by the church to act as an equal leader and shepherd over the flock. The Lead Pastor will function as one in the plurality of Elders.

Hilltop is also a congregational church, which means the congregation has full authority to make motions, pass motions, and direct the affairs of the church as the majority sees fit. The spirit of congregationalism is that each member would, in part, seek the Lord in prayer, exercise motions, seconds, discussion, and vote in the way that is consistent with the will of God and the guidance of scripture.

All heads of ministries are part of the Church Council. The purpose of the church council is to plan and coordinate events, maximize their impact, avoid overlap, mitigate saturation, and evaluate their viability.
